包西铁路通道(陕西段)项目风险水平的大小一定程度上决定于风险是否分配给合适的参与方。风险的分担是各参与方在实现项目目标的前提下实现自身利益最大化的过程,所以运用多目标规划方法求解包西铁路通道(陕西段)项目风险的最有风险分担方案,可为降低项目的风险水平提供指导。通过研究发现,在该项目中,施工单位承担施工管理风险、施工技术风险、建设期环境风险;勘察、设计单位承担设计技术风险;项目管理单位与运营单位不承担任何风险,相当于西安铁路局不参与包西铁路通道(陕西段)项目的投资建设工作,只是履行相应的行政职能;投资方有优越的技术、管理等能力,承担利率风险、通货膨胀风险、运营管理风险、财务管理风险、人力资本风险、维护技术风险、收费价格风险、客货运量风险、运营期环境风险、不可抗力风险等;监督管理单位承担监督管理风险;政府承担政策变动风险。
