党的十五届三中全会通过的《关于农业和农村工作若干重大问题的决定》,系统总结了农村改革20年的基本经验,对我国农村经济、政治、文化的跨世纪发展作出了全面部署。实现农业和农村跨世纪发展目标,农民的思想道德素质至关重要。深入开展农村群众性精神文明创建活动,开展思想道德教育,提高农民的思想道德素质,对建设有中国特色社会主义新农村意义深远。一、提高农民思想道德素质是深化农村精神文明建设的必然要求
The “Decision on Some Important Issues concerning Agriculture and Rural Work” passed by the Third Plenary Session of the 15th Central Committee of the Party systematically summarizes the basic experiences of 20 years of rural reform and has fully deployed the cross-century development of our country’s rural economy, politics and culture . To achieve the goal of cross-century development in agriculture and rural areas, the ideological and moral quality of peasants is of crucial importance. Carrying out the activities of building mass spiritual civilization in rural areas, carrying out ideological and moral education and improving the ideological and ethical standards of peasants have far-reaching significance in building a new socialist countryside with Chinese characteristics. First, to improve the ideological and moral quality of peasants is an inevitable requirement for deepening the construction of spiritual civilization in rural areas
