党的十七届四中全会指出,在新的历史条件下,面对新形势、新困难、新机遇、新挑战,中国共产党必须以改革创新的精神进一步加强和改进党的自身建设,进而实现党的奋斗目标和完成党肩负的历史任务。加强和改进党的建设必须坚持一切从实际出发、实事求是的科学出发点,同时还要坚持一切从广大人民群众的根本利益出发的价值出发点。实现这两个出发点的有机统一是加强和改进党的建设的客观要求,也是实现党的宗旨、体现党的先进性的现实需要。
Under the new historical conditions, the Fourth Plenary Session of the 17th CPC Central Committee pointed out that in the face of the new situation, new difficulties, new opportunities and new challenges, the CPC must further strengthen and improve the party’s self-construction in the spirit of reform and innovation so as to realize The goal of the party’s struggle and the historical task to be completed by the party. To strengthen and improve the building of the party, we must uphold the scientific starting point of starting from reality and seeking truth from facts. At the same time, we must uphold the starting point of values that proceed from the fundamental interests of the broad masses of the people. The realization of the organic unity of these two starting points is an objective requirement for strengthening and improving party building, as well as a realistic need to realize the party’s purpose and embody the party’s advanced nature.
