现代社会,政策成为政党和政府活动的重头戏,大部分的政治目标都是通过政策来实现的。因此,政策应该是全社会关心的事情,也应该是加强研究的课题。本文欲从重新考虑政策的概念开始,提出政策分析的三个维度,以建立政策分析的理论框架。一、重新考虑政策的概念对政策概念的不同理解影响着对政策的分析。过去在我国,无论从文献上看,还是从政策实践上看,政策作为一种行动准则的观念占着统治的、主导地位,而它又反过来制约、影响着政策理论与实践的进一步发展。
In modern society, policy has become the highlight of political parties and government activities. Most of the political goals are achieved through policies.
