大胆破格选拔优秀干部,是邓小平党建理论中的一个重要思想.邓小平一贯主张对真正优秀的干部要破格使用,尤其在改革开放的新形势下更要使优秀人才脱颖而出,以便在新世纪的竞争中能够立于不败之地.因此,一方面加快建立和完善与新形势新任务相适应的用人机制刻不容缓,另一方面领导者也应该主动掌握破格选拔优秀干部的原则和方法.
