近十年来,国内的医疗行业发生了显著的变化,大量民营医院迅速崛起,众多中外合资合作医院不断建立,公立医院的发展面临着前所未有的挑战。由于长期受计划经济体制的影响,加之医疗服务提供的特殊性,公立医院在绩效管理方面的改革显得非常滞后。面对经济效益和社会效益的双重压力,公立医院必须建立一套适合自身的绩效考核制度。
In the past ten years, the medical industry in China has undergone significant changes. A large number of private hospitals have risen rapidly. Many Chinese-foreign joint-stock cooperative hospitals have been established. The development of public hospitals is facing unprecedented challenges. Due to the long-term impact of the planned economy and the particularity of the provision of medical services, public hospital performance reform has lagged behind. Faced with the dual pressures of economic benefits and social benefits, public hospitals must set up a set of performance appraisal system that suits their needs.
