随着全面依法治国的大力推进,种子文明执法摆上重要日程。种子文明执法的主要标志是严格执法、公正执法、规范执法、廉洁执法、人性执法。具体内容是“四化”:一是种子行政处罚程序化;二是种子行政处罚文书制作标准化;三是种子行政处罚决定法制化;四是种子行政处罚案卷立卷管理规范化。笔者总结15年的种子执法实践,认为,种子执法要做到文明执法,应处理好以下“十大”关系。1依法治种与依法兴种的关系 With the vigorous promotion of governing the country according to law in a comprehensive manner, the seed civilization has put law enforcement on an important agenda.
