江泽民总书记在全国宣传部长会议上的讲话中提出依法治国与以德治国相结合的重要思想。认真学习和实践这一重要思想,坚持依法办所与以德兴所相结合,对于建设具有强大科技创新能力和持续发展能力的研究所具有重要的战略意义。以德兴所是研究所的战略选择,提高研究所的综合实力必须坚持以德兴所。以德兴所,就是建设高度的社会主义道德文明,并用高度的道德文明提高研究所的综合实力,推动、保证研究所持续健康发展。以德兴所需要管理者推动,特别是最高管理者的推动。管理者对以德兴所的认识、重视程度、工作力度直接关系到以德兴所的机制能否建立,以德兴所能否融人各项管理之中。以德兴所在研究所的管理中已有过一些实践,如精神文明创建活动、刨新文化创建活动等,但是,还没有成为研究所管理者一种自觉的管理理念,特别是在用人制度方面实行新的管理机制以后,如竞争上岗、更新机制及工资制度的改革等,部分管理骨干产生了“管人”主要靠机制的想法,忽视了道德的作用。而实践证明成功的管理都是非常重视人的因
