3月4日,中组部、国家发改委等15部委与北京市联合出台《关于中关村国家自主创新示范区建设人才特区的若干意见》,决定在中关村全面建设中国特色人才特区。3月30日,北京市委常委会召开会议,研究通过了《贯彻落实〈关于中关村国家自主创新示范区建设人才特区的若干意见〉实施方案》和《加快建设中关村人才特区行动计划(2011~2015年)》,强调把中关村国家自主创新示范区建设好,必须首先把中关村人才特区建设好。
