改革开放以来,在党的干部路线的指引下,经过广大组织工作者的努力探索,领导干部政绩考核考察工作逐步向科学化、民主化和规范化迈进。但在发展社会主义市场经济的新形势下,由于多种因素的影响,领导干部政绩考核考察工作中不同程度地还存在着主观性、盲目性、随意性、片面性和公式化、概念化、模式化、传统化的问题,以致干部四化方针和德才兼备的标准还没有完全落实到位,使用干部方面人不尽才、才不适职、职不适人的现象时有发生,影响和制约了干部效能的正常发挥。因此,研究建立新时期领导干部政绩考核考察指标体系,对于落实干部四化方针和德才兼备标准,更好地执行党的干部路线,为现代化建设提供大批合格的领导人才,具有重要的现实意义和长远的历史意义。
