财政补贴农民资金是指按照有关政策规定由各级财政安排发放给农民,用于发展农业生产、保障农民基本生活需要和支持农村社会事业发展的各项资金。财政补贴农民资金对促进农业发展,稳定农村形势起到了积极的推动作用,但在具体操作中也存在一些不容忽视的问题,对此我们作了一些思考。文中从我国乡村财政补贴农民资金的现状和存在的问题出发,如“打折次数多、项目不清楚;工作量大,部分资金发放滞后;审核难度大,落实惠农政策出现偏差”等,分析其产生的原因,阐述影响基层一线财政补贴农民资金管理问题的原因是多方面的,如“资金发放公示不到位;基层业务人员不足;资金发放计划性不强;村级负担依然沉重”等,既有体制上的问题,也有操作中的不当;既有客观原因,也有主观责任。并提出相应的对策,以供参考和指导。 Financial subsidies to peasant funds refer to the funds that are distributed to peasants by financial arrangements at all levels in accordance with the relevant policies and regulations and used for the development of agricultural production, guaranteeing the basic needs of peasants and supporting the development of rural social undertakings. And put forward corresponding countermeasures for reference and guidance.
