人防工程是城市地下建筑的重要组成部分。人防工程实现平战结合的必要性,已普遍为人们所认识。因平战结合而增加的经济和社会效益也是显著的。但是,过去的平战结合,多着眼于或仅着眼于部分空间的结合上。孔口防护特别是结构设计方面,极少考虑平、战关系的正确处理问题。结构设计完全按战时标准,并设计成不可变的。孔口防护设计也基本如此。
Civil air defense projects are an important part of urban underground construction. The necessity of combining civil defense projects to achieve peace and warfare has generally been recognized by people. The increase in economic and social benefits due to the combination of peacetime warfare is also significant.
