党的十七届四中全会提出了＂保障党员主体地位和民主权利＂的重要论断,这不仅表明保障党员主体地位和民主权利问题已经日益受到我们党的高度重视,更表明保障党员主体地位和民主权利问题作为一个重要的理论创新,将日益成为党的建设实践活动重要的理论指导。众所皆知,党员是党的肌体的细胞和党的活动的主体,切实保障党员主体地位和民主权利,能激发党员关心党、建设党的热情,不断增强党的创造力、凝聚力和战斗力,永葆党的生机和活力,不断推进党内民主向纵深方向发展。因此,充分认识当前保障党员主体地位和民主权利存在的主要问题,深入分析其中的原因,探索破解的途径和办法,将对进一步发展党内民主乃至全面推进党的建设新的伟大工程产生重大而深远的影响。各级党组织应当紧密结合实际,从贯彻落实党内法规、加强教育、健全制度、完善监督和激励引导机制上保证党员的主体地位和民主权利的落实。“,”In Fourth Plenum of the 17th CPC,the thesis ensuring the principal status and democratic rights of Party member＇ was issued.It not only expressed that CPC thinks much further of ensuring the principal status and democratic rights of Party member,but also indicated the thesis will be regarded as an important innovation of theory to be the theoretical guide for Party ＇s construction activities.As we all know,Party members are the cells of Party＇s body,and the mainstay of Party＇s activities. Ensuring the principal status and democratic rights of Party member effectively can inspire members＇ enthusiasm on caring and building the Party.It will enhance constantly the creativity,cohesion and effectiveness of the Party.It will always keep the vitality and livingness of the Party.I will advance the inner-party democracy towards depth.Consequently,knowing fully the primary issues on ensuring the principal status and democratic rights of Party member,analyzing deeply its reasons and seeking the solution of it,will exert an important and profound influence on the new great project which is developing inner-party democracy further and strengthening Party building in an all - round way.Party organizations at different levels should combine with the reality closely to ensuring the principal status and democratic rights of Party member basing on fully implementing regulations of the Party,intensifying the education,consummating surveillance system and encouragement mechanisms.Only so can ensure to realize the inner-party democracy and harmonious.
