党的十四大确定经济体制改革的目标是建立社会主义市场经济体制。发展社会主义市场经济是迈向共产主义的一个重要历史步骤,而市场经济具有强烈的竞争性、开放性和效益性,有它自身的规律和特点。这就要求各级领导干部特别是跨世纪领导人才要学会按经济规律和市场营运规则办事,总揽经济建设全局,学会从政治角度解决经济问题,从经济角度确定政治目标.市场经济的负效应会诱发滋生拜金主义、个人主义和唯利是图的倾向,会使一部分意志薄弱者受到资本主义腐朽思想、生活方式和社会丑恶行为
The goal of the 14th CPC National Congress in determining the reform of the economic structure is to establish a socialist market economic system. The development of the socialist market economy is an important historical step toward communism. The market economy has its own strong laws of competition, openness and profitability and has its own laws and characteristics. This requires that leading cadres at all levels, especially those who are trans-century, should learn to act in accordance with economic laws and market rules, take overall economic construction, learn to solve economic problems from a political perspective, and determine political goals from an economic point of view.
