以天津北疆发电厂、南水北调工程为例,对比分析海水淡化与长距离调水在经济、环境、社会方面的综合效益,可以得出结论:应从产业扶持、自来水价格改革、水务管理体制改革、技术装备研发及推广、加强监管等方面着手,以促进海水淡化产业的规模化发展。
