现代工作节奏不断加快,传统的政府管理模式面临严重挑战,不能适应经济社会发展的需要,成为制约政府工作效率的瓶颈。信息技术飞速发展,推进了我国电子政务的快速发展。信息技术与现代政府的管理模式相适应,形成了电子政务的不同模式,突破了传统的政府管理模式,电子政务通过网络集成构建网上虚拟政府。推进电子政务建设和发展,有利于提升进政府工作效率和办公质量、提高决策水平和反应能力,对降低行政运作成本、进一步优化管理、向社会提供更优质高效的服务有重要意义。
