本文对2000年-2012年《中国教育经费统计年鉴》中政府对于各学段财政性投入数据做了整理与分析,以期了解政府对于学前教育及其他各学段教育在经费投入上存在的差异。研究发现,学前教育无论是在财政性投入经费、政府分担比,还是占全国财政性教育经费的比值都远远落后于其他各学段。将学前教育遭受不公待遇的原因置于历史背景中进行分析,发现政府长久以来对于学前教育的不重视是其被边缘化的重要原因。为了改善学前教育在教育系统中的薄弱地位,政府应调整学前教育投入政策。
In this paper, the “2012 China Education Funding Statistical Yearbook” in the government for the financial input data for each period of finishing and analysis, with a view to understanding the government for pre-school education and other sections of education in the funding differences exist. The study found that preschool education lags far behind all other academic fields, not only in terms of financial input, government share, or national financial education funding. The analysis of the reasons why pre-school education is subjected to unfair treatment in the historical background shows that the government’s neglect of preschool education has long been an important reason for its marginalization. In order to improve the pre-primary education’s weak position in the education system, the government should adjust the pre-school education input policy.
