1996年汛期黄河、渭河下游出现中常洪水,花园口和华县的洪峰流量分别为7600、3450m3/s,均出现历史最高水位,造成严重的灾害。通过现场查勘和初步分析,认为中常洪水出现历史最高水位主要是由于近年来连续枯水,造成河槽严重淤积,过洪能力大大降低所致,问题十分突出。为此建议加强黄河水沙变化对河床演变的影响和黄河中下游防洪决策的研究,以及加速黄土高原水土流失地区的坝系建设和研究,改善来水来沙条件,防止河槽萎缩,提高河道的防洪能力。
In the flood season of 1996, the middle reaches of the Yellow River and the lower reaches of the Weihe River were flooded. The peak flow rates at Huayuankou and Huaxian were 7600 and 3450 m3 / s respectively, both of which experienced the highest historical water level and caused serious disasters. Through on-site survey and preliminary analysis, it is considered that the highest historical flood occurred in the mid-1990s due to the continuous low water level in recent years, resulting in severe siltation of the river channel and drastic reduction of flood capacity. The problem is very prominent. Therefore, it is suggested to strengthen the influence of the change of water and sediment in the Yellow River on the river bed evolution and the flood control decision-making in the middle and lower reaches of the Yellow River and to accelerate the construction and research of the dam system in the area of water and soil loss in the Loess Plateau, to improve water and sand conditions, prevent river channel from shrinking, Flood control capability.
