It uses the outsourcing transformation mechanism to build a new industrial system and promotes the construction economy to diversify. This article introduces the necessity of the planning and development of the construction industry, summarizes the new ideas of the construction economy under the service outsourcing model, and puts forward the practical countermeasures for the strategic transformation of the industry.
