秦墨哂供职《申报》馆,是民国社会很有名的报人,但多年来对他的研究很少。秦早年留日,在士官学校学习军事,回国后辅佐吴禄贞将军治兵延吉,后随吴禄贞将军到北洋军第六镇参加辛亥革命。民国政府成立后,国内战争不断,兵权日益受到重视,秦墨哂旧目的同事大多致身显贵,唯独秦墨哂放弃军权改行在北京从事新闻记者工作。由于秦墨哂在新闻界的声誉,曾任北平新闻记者公会执监委联合会主席。本文就从报人秦墨哂在北洋政府时期维护国家主权和新闻工作者合法权益、营救同行说起。 Qin Moqi served “declaration” Museum, is a very famous newspaper in the Republic of China, but little research on him over the years. As a result of his reputation in the press, Qin Moji was the chairman of Peiping Federation of Press Journalists Executive Committee. This article begins with Qin Mozu, a newspaperman, who defends the legitimate rights and interests of state sovereignty and journalists during the Beiyang government and talks about rescuing their peers.
