在开幕式上的讲话 很高兴能够参加这次会议,这次会议也很重要,是我们中国城市规划协会勘测管理部正式开始起动的工作会议。我代表建设部城市规划司,同时也代表中国城市规划协会秘书处,对这次会议的召开、对勘测管理部工作起动,表示衷心的祝贺! 城市勘测是城市规划、城市建设和城市管理的一项十分重要的前期工作和基础工作。对我们城市规划工作来说,城市勘测既是编制城市规划不可分割的组成部分,又是实施城市规划的重要手段,所以,城市勘测是城市规划的一项非常重要的工作任务。当前,在改革开放的形势下,我国的经济、社会发展速度非常快,城市规划建设的任务很重,我们城市规划管理部门必须抓好城市勘测工作,特别要重点抓好城市勘测管理工作。原来的城市勘测科技情报网有个管理分网,随着中国城市规划协会的成立,情报网已并入协会,管理分网的工作也应随之结束,用什么形式协助政府主管部门继续抓城市勘测的管理工作呢?我们原来打算在中国城市规划协会城市勘测分会下面成立几个三级机构,承担原情报网下属机构的有关工作,但是按照我国社团管理办法和社团主管部门的规定,分会改成了专业委员会,而且不能成立三级机构。我们考虑管理工作不能放松,为提高工作效率、减少工作层次,经司里和协会再三斟酌,并报我部?
