自改革开放以来,我国农业财政支出波动较频繁,主要受我国农业政策、制度以及自然灾害的影响较深。通过分析发现我国农业财政支出的资金使用效益呈现倒U形变化,自1995年达到最高点之后,使用效益出现快速减少趋势,这跟我国农业财政支出结构不合理以及越来越频繁的自然灾害有很大的关系。要提高我国农业财政支出的资金效益,大幅度增加投入规模不太现实,只能改变农业财政支出不合理的结构,增加农业科技的投入,以科技带动农业,建立我国现代化农业;其次也要增强生态保护意识,维护生态平衡。
Since the reform and opening up, the expenditure on agriculture in our country fluctuated more frequently, which was mainly affected by China’s agricultural policies, institutions and natural disasters. Through the analysis, we found that the use efficiency of funds for agricultural fiscal expenditure in our country shows an inverted U-shaped change. Since reaching the highest point in 1995, the utilization efficiency has been rapidly declining. This is not consistent with the irrational structure of agricultural fiscal expenditure in our country and the increasingly frequent natural disasters Great relationship. To improve the financial efficiency of China’s agricultural expenditures, it is not realistic to increase the scale of investment substantially, only to change the unreasonable structure of agricultural fiscal expenditures, increase investment in agricultural science and technology, promote agriculture through science and technology and establish modern agriculture in our country, and secondly, to enhance Ecological protection awareness, maintaining ecological balance.
