国民产出既要注重量的增长,更应注重质的提升。以往关于经济增长质量的研究,虽然触及到了国民产出质量问题,但还不是国民产出质量本身。从界定国民产出质量出发,论述了国民产出质量取决于资源消耗质量,分析了国民产出的资源消耗归根到底是时间、空间和运动资源的消耗。在此基础上,建立了时间、空间和运动生产函数,明确了投入量、生产率与国民产出质量的关系,构建了包含时间、空间和运动效率指数3个二级指标及11个三级指标的综合评价体系。以此测量了2008年中国主要城市国民产出资源消耗质量状况,分析了产生质量差异的原因,并提出了相应的政策建议框架。
National output should not only focus on the amount of growth, but should focus on quality improvement. In the past, the study on the quality of economic growth touched upon the quality of national output but not the quality of national output itself. From the definition of the quality of national output, the article discusses the quality of national output depends on the quality of resource consumption, analyzes the national output of resource consumption in the final analysis is the consumption of time and space and sports resources. On this basis, the time, space and sports production functions are established. The relationship between inputs, productivity and national output quality is clarified. Three second-level indicators including time, space and sports efficiency index and 11 third-level indicators Comprehensive evaluation system. Based on this, we measured the quality of national resource consumption in major cities in China in 2008, analyzed the reasons for the difference in quality, and put forward the corresponding policy recommendations.
