"十二五"期间,我国产业结构调整升级和经济发展方式转变要取得实质性进展,迫切要求生产性服务业加快发展并发挥重要作用.从国际看,金融危机后出现了国际新一轮经济调整,服务业跨国投资和离岸服务外包继续加速向中国转移,为我国生产性服务业发展创造了机遇.而对环境的保护也一致是政府及学者研究的重点,从产业结构的角度建立一个生产性服务业与环境效益之间的模型,对生产性服务业的环境效应进行分析.
