最近,国务院批准了住房城乡建设部、发展改革委、财政部、国土资源部、人民银行、税务总局、银监会七部委《关于加快发展公共租赁住房的指导意见》,该意见明确了加快发展公共租赁住房的基本原则、支持政策、监督管理等重要内容,公共租赁住房建设正在提速。公共租赁住房是我国住房保障体系的一个新类别,需要投入大量的长期性资金,能否理顺融资渠道是一个关键。我国各类积累性养老基金的规模已经超过上万亿元,应该借鉴国际上养老基金投资房地产的经验,积极探索运用养老基金建设公其租赁位房的可行性,在确保养老基金保值增值的同时,拓宽公共租赁住房的融资渠道,实现养老基金与公共租赁住房的良性互动。
