森林资源危机是当今林业发展中现实存在的重大问题之一。三明市作为南方集体林区的一个重要组成部分，在一定程度上也面临着同样的问题。在“灭荒”之后，特别是在社会主义市场经济体制条件下，如何做好后续森林资源的培育和保护管理，是关系到能否实现三明市委、市政府提出的建设林业强市目标，能否保持三明林业可持续发展的关键。该文在简单回顾三明林业改革与建设主要成果，详细分析当前三明林区森林资源培育和保护管理存在问题及原因的基础上，提出相应的对策措施，以期得到社会各界的共同重视，并求得尽快解决。
The crisis of forest resources is one of the major problems in reality in the development of forestry. Sanming, as an important part of the southern collective forest region, faces the same problems to a certain extent. After “eliminating the shortage” and especially under the conditions of a socialist market economy, how to do well in the follow-up cultivation and protection and management of forest resources is the realization of the goal of building a strong forestry city proposed by the Sanming Municipal Party Committee and the municipal government. Whether or not to maintain the sustainable development of Sanming, the key. Based on a brief review of the major achievements in the reform and construction of forestry in Sanming City, this paper analyzes in detail the existing problems and reasons of forest resources cultivation and protection management in Sanming Forest Region and puts forward corresponding countermeasures so as to obtain the common attention from all sectors of society and obtain solve quickly.
