广西与越南有1000多公里的陆地边境线,涉及东兴、防城、宁明、凭祥、龙州、大新、靖西、那坡等8个市县,这一带以及云南与越南和缅甸的交界,是中国-东盟自由贸易区和“两廊一圈”的前沿。广西沿边地区是广西对外贸易尤其是对东盟贸易的重要平台。2008年1月,国家批准实施《广西北部湾经济区发展规划》,标志着广西北部湾经济区开放开发上升为国家战略,把广西北部湾经济区作为我国与东盟合作的一个重要支点,作为带动和支撑西部大开发的一个战略高地,对于毗邻北部湾经济区的沿边各市县来说,更是一个千载难逢的历史机遇。在这新的历史阶段,广西沿边各市县要主动融入广西北部湾经济区发展规划,努力发展沿边经济,而农村的发展是社会经济发展的基础,农村的发展关键在人才,深入研究广西沿边农村人才发展战略,对推进广西沿边地区的全面发展具有积极的现实意义。
