慈善法涉及民政部门职能的有25项,民政部门需要协调其他部门完成的任务有10项。近日,民政部根据于法有据、办事简便、各司其职、衔接配套的原则,明确了社会福利和慈善事业促进司以管慈善活动为主,承担慈善信托管理、指导慈善行业组织、弘扬慈善文化、进行慈善表彰和会同基层政权建设司指导社区、单位互助互济活动等职责。在全国民政系统学习贯彻实施慈善法培训班上,按照民政部对此次培训班的任务分工,俞建良司长对第三章“慈善募捐”、第四章“慈善捐赠”、第五章“慈善信托”、第九章“促进措施”有关内容进行了解读。本刊对俞司长的解读予以摘编,以飨读者。
