2009年,金融危机尚未见底,我国继续实施积极的财政政策以扩大内需,为此,安排中央财政赤字7500亿元。并且,经国务院批准同意,发行2000亿元地方政府债券在即,以此来满足中央投资项目和地方项目建设的资金需要。地方债破冰,是当前我国扩大内需,保持经济增长的重要举措之一。
In 2009, the financial crisis has not yet bottomed out. Our country continues to implement a proactive fiscal policy to expand domestic demand. And with the approval of the State Council, local government bonds of 200 billion yuan will be issued soon, so as to meet the funding needs of the central investment projects and local project construction.
