新医改政策的公布,成为人间四月最强音。4月6日～7日,中共中央、国务院正式公布《关于深化医药卫生体制改革的意见》以及《医药卫生体制改革近期重点实施方案(2009—2011年)》,新医改蓝图终于完整绘就。新医改明确把基本医疗卫生制度作为公共产品提供给全体人民,这是国家首次对卫生医疗事业予以定性。新医改选择将公立医院改革作为整个医药卫生体制改革的突破口,并将增强公益性作为改革的主攻方向,这是国家首次把公立医院改革置于医改的核心地位。新医改方案的产生,历时三年。它尽可能地采纳了正确观点,尽可能地兼顾了各方利益,是多方智慧的结晶,是我国各项改革中,史无前例的一次。一切尘埃落定,一切整装待行,新医改开始了时代赋予它的光荣使命。
