From June 12 to June 20, 1923, the Third National Congress of the Communist Party of China was held in Guangzhou. At the meeting, the principle and policy of establishing a united front and implementing the cooperation between the KMT and the CPC were established and the development of the revolutionary form in the country was promoted. However, there was a debate over whether all party members should join the Kuomintang or not. One is the view represented by Zhang Guoxuan and Cai Hesen.
