一中立與孤立三月下旬的中舆論,關於美國中立法的修改問題,會引起熱烈的討論。因爲中立法是美國對國外戰爭所持態度的一種表示:它不但是近幾年來美國對外行動的核心,而且是國際政治上的一個重要因素。美國中立法的存廢或修改與美國將來對中日戰爭所持的態度是很有關係的。美國中立法,是在一九三五年八月頒佈的;一九三六年二月,和一九三七年五月,會有過兩次的修改。現行中立法,就是一九三七年五月通過的。這部法案的主要內容有四點:(一)禁止美國
