(一) 我国的经济体制改革已经进行八年了,取得了很大成绩。但目前仍面临许多新的亟待解决的问题。摆在我们面前的两个突出矛盾是:国家安全与经济建设的矛盾,经济社会发展与体制改革的矛盾。不处理好这两大矛盾,改革就很难深入,综合国力就很难提高。从调整国民经济与国防经济的关系、民用工业和军事工业的关系、民用科技与军事科技的关系入手,改革现有的“备战型”体制,将有助于解决国家安全与经济建设、发展与改革这两大矛盾。
