国库集中支付制度是对财政支出管理的根本性改革,与1994年的分税制改革具有同等重要的意义。去年下半年起,按照省委、省政府的要求,省财政着力抓了此项改革的准备工作,12月6日省国库集中支付核算局授牌仪式暨深化财政“两项改革”工作会议在长沙举行,标志着我省国库集中支付制度开始实施。迄今,改革已取得了初步成效,但存在着差距与问题。3月25日,省国库集中支付核算局适时召开国库集中支付改革理论研讨会,主要是为了研究提出全面深入推动国库集中支付改革的办法和措施。本刊前方记者将与会人员的发言整理成文,现刊发供大家学习,以期有助于推进此项改革工作。
The treasury centralized payment system is a fundamental reform of fiscal expenditure management, which is of equal significance with the tax-sharing reform in 1994. Since the second half of last year, in accordance with the requirements of the provincial party committee and the provincial government, the provincial finance department has seized the preparatory work for this reform. On December 6, the State Treasury Centralized Payment Bureau Awarding Ceremony and the deepening fiscal “two reforms” Changsha, marking the treasury centralized payment system in our province started. So far, the reform has achieved initial success but there are still gaps and problems. On March 25, the State Treasury Centralized Payment and Accounting Bureau convened the State Treasury Centralized Payment Reform Seminar at a timely manner to study and propose ways and measures to comprehensively and thoroughly promote treasury centralized payment reform. Journal correspondents in front of the participants of the speech collated, now published for everyone to learn, with a view to helping promote the reform.
