去年夏天,我参加中国新民主主义青年团中央委员会选派的辅导员代表队,到苏联学习少年先锋队的工作经验。在苏联,我们参观过许多学校、夏令营、儿童宫、工厂和集体农庄。我要把我的所见所感写出来,献给和我同样从事教育工作的同志们。苏联共产党(布)、苏联政府和斯大林同志,对于人民教育、对于少年一代的培养,都是非常重视的。一九五一年苏联政府给国民教育拨款五百九十亿卢布,占国家预算的八分之一以上。苏联有二十多万座学校和三千八百万名学生。七年制学校已成为实施基本的普及教育的学校,因此在苏联的任何地方都找不出文盲来。此外,还给少年儿童们专门设立了儿童宫、少年技术站、少年自然科学站、儿童剧院、儿童公园、儿童书院、儿童出版局等。
Last summer, I joined the counselor team selected by the Central Committee of the Chinese New Democratic Youth League to study in the Soviet Union working experience of the juvenile vanguard. In the Soviet Union, we visited many schools, summer camps, children’s palaces, factories and collective farms. I will write down what I have seen and said, and dedicate it to my comrades who are also engaged in education. The Soviet Communist Party (Bolshevik), the Soviet government and Comrade Stalin paid great attention to people’s education and to the training of the young generation. In 1951, the Soviet government allocated 59 billion rubles to National Education, accounting for more than one-eighth of the state budget. The Soviet Union has more than 200,000 schools and 38 million students. Seven-year schools have become schools that implement basic education for all, so no illiteracy can be found anywhere in the Soviet Union. In addition, the Children’s Palace, Juvenile Technology Station, Juvenile Natural Science Station, Children’s Theater, Children’s Park, Children’s College, Children’s Publishing House etc. have also been established for young children.
