根据《国务院关于取消和下放50项行政审批项目等事项的决定》(国发[2013]27号)和《国务院办公厅关于印发国家卫生和计划生育委员会主要职责内设机构和人员编制规定的通知》(国办发[2013]50号)要求,取消除利用新材料、新工艺技术和新杀菌原理生产消毒剂和消毒器械之外的消毒剂和消毒器械的审批职责、取消化学品毒性鉴定机构资质认定职责,将除利用新材料、新工艺和新化学物质生产的涉及饮用水卫生安全产品的审批职责由国家卫生和计划生育委员会下放至省级卫生和计划生育部门。
Pursuant to the “Decision of the State Council on Canceling and Decreasing 50 Administrative Examination and Approval Items (Guo Fa [2013] No. 27) and the” Notice of the General Office of the State Council about Issuing the Establishment of Institutions and Staffing with Main Responsibilities of the State Commission on Health and Family Planning (Guo Ban Fa [2013] No.50), cancel the examination and approval responsibilities of disinfectants and disinfection devices other than the production of disinfectants and disinfection devices by using new materials, new process technologies and new germicidal principles, and abolish the certification authority for chemical toxicity Accreditation responsibilities, the use of new materials, new processes and new chemical substances production and drinking water hygiene and safety products involved in the approval responsibilities from the National Health and Family Planning Commission decentralization to the provincial health and family planning departments.
