近年来,我国工业机器人产业发展迅速,广受关注。然而,从整体上看,仍存在着创新能力薄弱、产学研合作不紧密、关键核心技术缺失、标准、检测、认证体系滞后等问题。从技术创新政策的角度,下一步,应从政府、专家“由上而下”二元政策制定模式向公众、企业、专家、政府“由下而上”多元政策制定模式转变,加大对创新链中上游环节的支持,建立机器人工业技术创新政策适时退出机制。同时,加强地方技术创新政策的统筹协调,注重发挥市场的决定性作用。
In recent years, China’s industrial robot industry has developed rapidly, attracting much attention. However, on the whole, there are still some problems such as weak innovation ability, lack of cooperation in production, teaching and research, lack of key core technologies, lag of standards, testing and certification systems. From the perspective of technological innovation policy, the next step should be from the government, experts “top to bottom ” binary policy making model to the public, business, experts, government “bottom up ” Great support for the upstream links in the innovation chain and establishment of a timely exit mechanism for technological innovation policies in the robot industry. At the same time, we will strengthen the overall coordination of local technological innovation policies and pay attention to giving play to the decisive role of the market.
