国内外的卫生服务工作都把启动卫生资源作为重要手段,而卫生人力、物力、财力、科技和信息五大资源中,核心是卫生人力。卫生人力资源是就卫生群体而言的,它既是卫生资源的组成细胞,更是卫生资源的中枢系统。卫生人力就我国而言,包括卫生管理、卫生技术和卫生工勤三部分,三者之中,卫生工勤将随着卫生事业的后勤服务社会化管理的推行而被划出,因此研究卫生人力资源的开发与利用主要是卫生管理与卫生技术人员。卫生人力资源在数量上具有适度性;在个体上具有主观能动性;在开发利用上具有连续性和时效性,只能在流动这个竞争过程中使人的能力更充分的发挥;时效性则体现在知识与技能会随时代的前进而滞后;卫生人力资源具有流动性和消费性,从一定意义上来说,人员的流动是绝对的,稳定是相对的,而消费性则伴随终生并且大体上分为三个阶段,一是成长阶段,属于积累性消费;二是成熟阶段,属于贡献性消费;三是衰老阶段,属于报答性消费;三个阶段按照自然规律依次递进,不可逆转。卫生人力资源的利用要掌握两点,一是人尽其才,二是才尽其用。作为一个好的管理者要有爱才之心,识才之眼,用才之道;用其优势,扬长避短,满负荷运转,求得最大效益。

Therefore, the health manpower is studied. The development and utilization of resources are mainly health management and health technicians. Health human resources have a modest degree in quantity; subjective initiative in individuals; continuity and timeliness in development and utilization; can only make full use of human capabilities in the competitive process of mobility; timeliness is reflected in Knowledge and skills will lag behind in time. Health human resources are fluid and consumptive. In a certain sense, the flow of people is absolute, stability is relative, and consumption is accompanied by lifelong and generally divided into The three stages are the first stage of growth, which is accumulation of consumption; the second stage of maturity is contributing to consumption; the third stage of aging is the return of consumption; and the three stages are progressive and irreversible according to natural laws. The use of human resources for health needs to grasp two points. First, people must use their talents, and second, they must use their talents. As a good manager, we must have the heart of love, the eyes of talent, and the way to use talent; use their advantages, avoid weaknesses, operate at full capacity, and obtain maximum benefits.
