目的评价《福州市结核病防治条例》(以下简称“条例”)立法管理7年的效果。方法采取专题调研、会议座谈、实地考察、分析评价的方式进行。结果福州市实施《条例》为如期实现国家结核病防治规划(2001—2010年)目标和全球结核病控制阶段性目标提供了法制支持。7年来,福州市对结核病防治工作的政策和经费投入逐年增多,各项防治措施得到有力支持,现代结核病控制策略覆盖率、涂阳肺结核病人发现率、治愈率3大核心指标分别达100%、70%和85%以上的目标。结论立法管理为福州市加强结核病控制工作起到了重要的作用。
Objective To evaluate the effect of legislation management of “Fuzhou Tuberculosis Prevention and Control Ordinance” (hereinafter referred to as “Regulations ”) for seven years. Methods to take thematic research, conference discussion, field visits, analysis and evaluation methods. Results The implementation of the “Regulations” in Fuzhou provided legal support for achieving the goals of the national tuberculosis prevention and control plan (2001-2010) and the global TB control objectives as scheduled. Over the past seven years, Fuzhou has increased its policy and funding for tuberculosis prevention and control every year, and has given strong support to various prevention and treatment measures. The coverage rate of modern TB control strategies, the detection rate of smear-positive pulmonary tuberculosis patients, and the cure rate of three major core indicators reached 100% 70% and 85% of the target. Conclusion Legislation management plays an important role in strengthening TB control in Fuzhou.
