第一章总则第一条根据《安徽省散装水泥管理办法》、《安徽省预算外资金管理办法》和国家有关规定,为加强对发展散装水泥专项资金(以下简称专项资金)的征收、管理工作,提高专项资金使用率,特制定本规定。第二条本规定适用于我省行政区域内从事水泥生产、经营、运输、使用及管理的单位和个人。第三条专项资金是国家为了支持散装水泥事业发展而设立的具有专门用途的资金,其性质属于财政性资金,严格按照预算外资金管理的规定进行管理,专项用于我省散装水泥事业的发展。
