一、实现“三化”的内容、标志工业化——是指农村工业生产发展到农村经济中占主要地位的过程。它包括农村工业资产与其他产业资产的比例关系变化、工业人口与其他行业人口的比例关系变化、工业规模、水平的不断提高和在一定空间内的集聚等内容。实现农村工业化标志:非农业人口及收入比重占全乡人口和收入总量的80%以上;具有先进的技术装备和管理办法,逐步形成规划布局合理、主导行业突出的工业体系和工业小区;“大、高、外”规模效益经济突出。城市化——是指在经济发展过程中人口由农村社区向城市社区转移和聚集,以及农村社区向城市社区转化的过程。“城市化”有三个明显特征和标志:一是城郊非农产业高度发达,农村剩余劳动力迅速转移,大量的农村人口变为非农人口;二是城市功能逐步完善,建筑设施新颖,基础设施齐备,服务系统配套,三是原有的农村生产、生活方式,逐步被城市生产、生活方式所替代。城市化最重要的一点是观念城市化,思想意识文明化。我乡辖区将以市区中心为依托形成若干个城市小区和卫星城镇,与市中心相互联系形成城市功能链条上的一部分。
