民主集中制是党的根本组织制度,实施科学决策,提高决策质量是民主集中制的本质要求。要贯彻执行好党的民主集中制原则,提高党委决策水平,必须注意把握和处理好决策与执行过程中五个方面的问题。
Democratic centralism is the party’s fundamental organizational system. To implement scientific decision-making and improve decision-making quality are the essential requirements of democratic centralism. In order to implement the principle of democratic centralism and improve the level of party committees’ decision-making, we must pay attention to grasping and properly handling the problems in the five aspects of decision-making and implementation.
