如果全球各国不能就应对气候变化达成一致性的多边协议,那么率先采取减排措施国家的产业可能因承担实质性减排义务而面临更大的国际竞争压力,同时,一些高碳行业有可能从对温室气体排放管制严格的国家向管制宽松的国家转移。美国拟议的边境碳调整措施努力在一定程度上解决竞争问题和碳泄露问题。理论上讲,精心设计的边境碳调整措施可能通过WTO规则的检验。
If all countries in the world can not reach a multilateral agreement on climate change coherence, industries that take the lead in reducing emissions may face greater pressure of international competition to undertake substantive emission reduction obligations. At the same time, some high-carbon industries may shift from Transfer of countries with stringent greenhouse-gas emissions controls to less-regulated countries. The proposed border carbon adjustment measures of the United States strive to some extent to solve the problem of competition and carbon leakage. In theory, well-designed border carbon adjustment measures may pass the WTO rules.
