近年来,各级地方政府纷纷创办政府公报(政报),用来公布国家法律法规、政府规章和政策文件。根据《中华人民共和国立法法》的规定,政府公报公布的政府规章为标准文本。省政府湘政发[2000]24号文件决定,《湖南政报》行使省人民政府公报职能;湘政发(2001]18号文件规定,《湖南政报》刊登的公文应当视为正式公文依照执行。这充分说明,《湖南政报》是指导政府工作的重要工具,在推行政务公开、推进制度创新,促进依法行政,联系人民群众等方面具有重要作用。与“红头文件”相比,利用政报公布文件具有三个明显
