党的十六大和十六届三中全会以来,中央提出了坚持以人为本,树立全面、协调、可持续发展的科学发展观。同时提出,科学的发展观与正确的政绩观紧密联系,要树立科学的发展观,必须树立正确的政绩观。四中全会《决定》提出要抓紧制定体现科学发展观和正确政绩观要求的干部实绩考核评价标准。这是我们党在新的历史阶段为推进全面建设小康社会作出的一项重大战略决策,对于抓好发展这个党执政兴国的第一要务,加强党的执政能力 Since the 16th CPC National Congress and the Third Plenary Session of the 16th Central Committee of the Communist Party of China, the Central Committee has put forward the Scientific Outlook on Development that insists on putting people first and establishing a comprehensive, coordinated and sustainable development. At the same time, it is proposed that the scientific concept of development is closely linked with the correct concept of political achievements. To establish a scientific concept of development, we must establish a correct view of political achievements. The Fourth Plenary Session of the “Decision” proposed that we should make every effort to formulate a cadre performance appraisal standard that embodies the requirements of a scientific outlook on development and a correct performance concept. This is a major strategic decision our party has made in advancing the construction of an overall well-to-do society in the new historical stage.
