本文认为，组建国有控股公司有利于明晰产权关系，落实国家出资者所有权。当前不少人对组建国有控股公司的认识陷入了误区，一是过热情绪，二是冷漠情绪。因此，要充分认识国有控股公司的基本特点，注意从国有控股公司的组建条件、途径及其职能界定等方面把握好国有控股公司的组建工作。随着国有控股公司试点工作的不断开展，强化对国有控股公司的监管，确保其资产经营和产权管理的规范化显得日益重要和迫切。
This paper argues that the formation of state-owned holding company is conducive to clarify the relationship between property rights and implement the ownership of state-owned investors. At present, many people have become misunderstood about the formation of state-controlled companies. One is overheating and the other is indifference. Therefore, it is necessary to fully understand the basic characteristics of state-owned holding companies and pay attention to grasping the establishment of state-owned holding companies in terms of the formation conditions, ways and functions of state-owned holding companies. With the continuous pilot work of state-owned holding companies, it is increasingly important and urgent to intensify the supervision over state-controlled companies and ensure the standardization of their asset management and property rights management.
