随着《中共中央关于制定国民经济和社会发展第十个五年计划的建议》的出台,有关“十五”计划的话题正越来越热。其实,熟悉计划编制的人都清楚,虽然中央有关的建议才出台,且明年3月的人代会就要审议“十五”计划的细节,看起来时间很仓促,但实际上有关计划编制的相关工作,像调查摸底、专家咨询等,早在1998年就已开始进行了,到目前为止,从中央到地方各级计划的“盘子”已差不多都“端”出来了。对于各地而言,现在所做的工作其实是在根据中央的建议精神,抓紧时间对本区域的计划进行修改与调整,以争取在本地人代会召开之前,拿出最后的方案。也就是说,目前正是各区域“十五”计划最后的也是最紧张的“孕育期”。对于各地“十五”计划的编制来说,应该注意些什么呢?
