农业是国民经济的基础,是经济发展和社会稳定的基础。多年来,我国财政支农资金投入增加,管理加强,为促进农业和农村经济发挥了积极的作用。但是,现行财政支农政策还存在诸多问题,既有财政支农制度、体制、机制上的问题,又有支农资金管理、使用上的问题。因此,当前完善我国财政支农政策,建立财政支农资金的稳定增长机制和长效机制,实乃当务之急。
Agriculture is the foundation of the national economy and the basis of economic development and social stability. Over the years, China’s financial support for agriculture to increase investment, strengthen management, to promote agriculture and rural economy has played an active role. However, there are still many problems with the existing financial supportive agriculture policies. These include not only the system of financial support for agriculture but also the problems in the system and mechanism as well as the management and use of funds for supporting agriculture. Therefore, at present, it is imperative to improve China’s current fiscal supportive agriculture policy and establish a stable growth mechanism and long-term mechanism of supporting agriculture funds.
