宋仁宗时期,朝廷准备在京师汴梁(开封)东北一座烧毁木塔的原址上修建一座琉璃面砖瓦式开宝寺塔,当时擅长建筑宝塔和楼阁的著名建筑师,有“宋朝开国以来木工第一人”之称的喻浩被任命为这座塔的设计师。开封地处黄河岸边,地势平坦,周围没有高大的山脉,一年四季大部分时间里都吹西北风。喻浩接受任务以后,多次到建塔的现场进行实地考察,结合当地的地势地貌及周围的环境,最终设计出了这座当时京师最高
