长期以来,土地、房产等不动产抵押一直是我国企业融资的主要担保方式,也是金融机构发放贷款的首要考虑。然而,对于自有资产中不动产较少的广大中小企业,不动产有效抵押担保不足始终是困扰中小企业顺利融资的瓶颈问题。从金融实践来看,动产担保不失为一条缓解中小企业融资难的有效途径,但由于各方面因素的制约而发展缓慢。为此,人民银行德阳市中心支行课题组对广汉市金融机构开展动产担保贷款的情况进行了专题调查,并就相关问题作了初步探讨。
For a long time, real estate mortgages such as land and real estate have always been the main guarantee for corporate financing in China. They are also the primary consideration for financial institutions to issue loans. However, for the majority of small and medium-sized enterprises with less real estate in their own assets, the lack of effective mortgage guarantee for real estate has always been a bottleneck that plagued the smooth financing of SMEs. From the financial point of view, movable property guarantee after all is an effective way to ease the financing difficulties of SMEs, but due to various constraints, the development is slow. To this end, the PBC Deyang City Center Branch Task Force conducted a special investigation into the situation of the guaranty-secured loans for movable assets held by financial institutions in Guanghan City and made preliminary discussions on relevant issues.
